Minutes of the Council Meeting held in the Council Chamber, Braeside Avenue, Ringwood, on Monday 18 May 2020 at 7:36pm.

The Mayor, upon opening the meeting advised that;
· This is a virtual Council Meeting being conducted and Live Streamed due to the COVID-19 Pandemic
· If there is a disconnection of Council’s live-stream, the meeting will be adjourned for up to 15 minutes
· If, however the live-stream connection cannot be restored within the 15 minutes, then the meeting will be adjourned to a date and time as resolved by Council.
· If a Councillor is disconnected from this virtual Council Meeting, and a quorum is still present, the meeting shall continue, whilst awaiting return of the Councillor to the meeting.
The Chief Executive Officer read the following Statement of Recording -
“Ladies & Gentlemen - Please note that this meeting is being recorded and streamed live on the internet and can be viewed on Council’s website.”
The prayer was read by Rev Scott Hawkins, Urban Life.
The Acknowledgement of Country was read by the Mayor.

That Council, having prepared and exhibited amendment c130 to the maroondah planning scheme under section 19 of the planning and environment act 1987 and received and considered all written submissions made in response to amendment c130: 1. requests that the minister for planning appoint an independent panel under part 8 of the planning and environment act 1987 to consider all submissions to amendment c130 to the maroondah planning scheme 2. refers all submissions to the panel to be appointed by the minister for planning, including any late submmissions 3. endorses the response to submissions attached at attachment 1 to this report to form the basis of council’s submission to the panel 4. delegates phil turner, director strategy and community to consider any late submissions before referring them to the panel 5. advises all submitters of council’s resolution
