PUBLIC QUESTION TIME
“Whitehorse City council, Knox City Council they are both your neighborhood council, why they can offer two rubbish collection without limit.
Your Council only allow 2mX1mX1m two times a year. Average house hold cannot do like one L shape Sofa and a table that is it. I am new owner of property in this council, many rubbish on the street, including mine.
So I am talking about apple against apple here, your rubbish collection policy is not making any common sense we pay $3.5k council rate a year.
Please clarify why you cannot offer two times unlimited rubbish collection like other two city councils I have evidence for?”

“Each Council has different contractors, as well as different drop-off points for the hardwaste, which will typically drive what and how much can be collected from kerbside hardwaste.
Whitehorse has the same limits applied to their hardwaste pick-ups as Maroondah. Knox has two unlimited hard waste; the unlimited component specifically relates to mattresses/timber/carpet. The bulk of Councils in Melbourne’s east operate similarly to Maroondah based on Council ‘s 10 year Waste Strategy developed after extensive community consultation.
At Maroondah, those residents/property owners paying for a waste service, have the option to combine their two hardwaste bookings annually into one larger booking.”

“There have been no waste enforcement costs included in the waste levies charged to residents.”

“Revenue in 23/24 for waste enforcement action, is generated and budgeted in the Local Laws area at total of $1,155 and forms part of Council's consolidated revenue.”

“How many property owners set to be impacted directly by the Heritage Overlay C148 have expressed support for the overlay, and how many have expressed an objection? Please state the ratio for the record.”

“There were 48 submissions seeking withdrawal of properties for reasons related to each.
Council officers are recommending that 37 properties be withdrawn following the Independent Planning Panel review process.
Therefore, of the 38 properties recommended for inclusion in the Amendment this leaves 11 properties where owners are objecting to individual listings.”

“Given that we know the C148 Heritage Overlay has negatively impacted one Maroondah family in the order of 6 figures, as reported by the ABC, can Council give an estimate of the total cost of this Overlay to Maroondah residents?”

“A heritage listing is just one of a multitude of factors which may impact on an individual property’s value and, on the whole research has shown that heritage listing of itself does not necessarily have a negative impact on property values over time. Therefore, there is no such information.”

“Many Maroondah families are under intense financial pressure due to the cost of living and interest rates. The C148Maro amendment will increase this pressure by reducing property values and increasing maintenance costs.
If the amendment is passed, what financial assistance does Maroondah council plan to provide to heritage property owners, consistent with heritage funds provided by other city councils (e.g. Cities of Whitehorse, Manningham, Casey, Melbourne)?”

“Council assists heritage property owners by providing a free specialised heritage advisor to help with property planning. This free service provides invaluable guidance to property owners when they are considering works, building extensions and subdivision of their land.”

“At the September 2023 council meeting it was divulged that over $240,000 had been spent to date by council on heritage consultants. As of March 2024, what is the updated total of funds spent on the proposed C148maro amendment, including heritage consultants, legal fees and other panel hearing expenses?”

MOTION: THAT THE MAV CALLS ON THE VICTORIAN GOVERNMENT TO INCREASE CURRENT FUNDING FOR THE PREVENTION OF VIOLENCE AGAINST WOMEN
2. To Amend the 2024-25 Minister’s Good Practice Guidelines for service rates and charges
MOTION: THAT THE MAV RECOGNISES THE BENEFITS OF A CONSISTENT APPROACH TO WASTE SERVICE CHARGES ACROSS COUNCILS, INCLUDING TRANSPARENCY FOR RATEPAYERS REGARDING THE SERVICES THAT THE WASTE CHARGE FUNDS AND CALLS ON THE VICTORIAN GOVERNMENT TO AMEND THE 2024-2025 MINISTER’S GOOD PRACTICE GUIDELINES FOR SERVICE RATES AND CHARGES TO NO LONGER CONSIDER THE FOLLOWING ITEMS AS WASTE SERVICES THAT SHOULD BE EXCLUDED FROM THE WASTE SERVICE CHARGES: PROVISION OF PUBLIC BINS, LITTER AND WASTE COLLECTION FROM PUBLIC SPACES AND EDUCATION THAT ASSISTS IN THE SUCCESSFUL ROLLOUT OF THE CIRCULAR ECONOMY, INCLUDING CONTAMINATION REDUCTION

Moved Cr Symon, Seconded Cr Macdonald 22/24 That council 1. having prepared and exhibited amendment C148maro to the maroondah planning scheme under section 19 of the planning and environment act 1987; and 2. having considered all submissions to amendment c148maro under section 22 of the planning and environment act 1987; and 3. having considered the report and recommendations of the independent panel for amendment c148maro unDer section 27 of the planning and environment act 1987; resolves to: i. ADOPT AMENDMENT C148MARO TO THE MAROONDAH PLANNING SCHEME IN ACCORDANCE WITH SECTION 29 OF THE PLANNING AND ENVIRONMENT ACT 1987 WITH ALL OF THE CHANGES SET OUT IN ATTACHMENTS # 3, 6, ,8, 10, 12, AND 14 EXCEPT THE CHANGES CONCERNING THE SUNBOWER DISPLAY VILLAGE PRECINCT HO187 (20- 24 RAWSON COURT, RINGWOOD EAST) SO THAT IT IS REMOVED FROM AMENDMENT C148MARO. iii. SUBMIT THE ADOPTED AMENDMENT C148MARO TO THE MAROONDAH PLANNING SCHEME AS SET OUT IN ATTACHMENTS # 4, 5, 7, 9. 11, 13, 15 AND 16, INCORPORATING THE MATTERS STATED IN PARA 3(ii) OF THIS RESOLUTION, TOGETHER WITH THE PRESCRIBED INFORMATION TO THE MINISTER FOR PLANNING IN ACCORDANCE WITH SECTION 31 OF THE PLANNING AND ENVIRONMENT ACT 1987. iv. ALL PROPERTIES INCLUDED IN THE MAROONDAH FLOOD MAP ARE NOTIFIED OF COUNCIL’S DECISION TO ADOPT THE FLOOD MAP 3. THE MAROONDAH FLOOD MAP BE MADE PUBLICLY AVAILABLE ON COUNCIL’S WEBSITE AND AT COUNCIL’S MUNICIPAL OFFICE 4. COUNCIL OFFICERS CONTINUE TO MONITOR AND REPORT PROPOSED UPDATES OF THE MAROONDAH FLOOD MAP TO COUNCIL AS FLOOD MITIGATION WORKS AND SIGNIFICANT PRIVATE DEVELOPMENTS ARE COMPLETED AND TO INCORPORATE ANY NEW TECHNICAL REQUIREMENTS IN ACCORDANCE WITH MELBOURNE WATER/INDUSTRY BEST PRACTICE
