“The Council has been promising the construction of the Croydon Community Wellbeing Precinct (CCWP) for many years. The CCWP will be used by some thousands of Croydon residents when completed. $5million was promised by Richard Marles MP for a music centre before the last Federal Election. In its Budget Council committed $10.5 million for Hub A in the CCWP for this Financial Year. Council is asked to explain:
1. The reasons for the extraordinary delay.
2. How the needs of residents are going to be met.”

“The Croydon Community Wellbeing Precinct (or CCWP) masterplan was endorsed by Council in July 2020 and identified the proposed major enhancement of the precinct in stages, over a number of years.
Stage 1 of the CCWP consisted of the redevelopment of the former Croydon Civic Offices into a new Community Hub (known also as Hub B), and was completed in mid 2023. Various community groups have been utilising this hub since that time.
Stage 2 of the CCWP redevelopment is currently in the design and planning phase and consists of the construction of the Hub A facility. Discussions with the key project partners and stakeholders is continuing, to ensure that the Hub design meets the current and future needs of the community. Early works will commence on the site in the coming weeks, and construction of this Hub is proposed to commence in early 2025.
Further information will be provided to the community in the coming weeks.”

Moved Cr Macdonald, Seconded Cr Damante 94/24 That council resolves that, having followed all the required statutory procedures pursuant to sections 207a and 223 of the local government act 1989, and being of the opinion that road shown marked as lot 1 on THE PLAN attached as schedule 1 to this report (road) is no longer reasonably required for general public use, to discontinue the road 1. directs that a notice pursuant to the provisions of clause 3(a) of schedule 10 of the local government act 1989, is to be published in the victoria government gazette 2. RESOLVES that, once discontinued, the road be Sold by PRIVATE TREATY AT NO LESS THAN MARKET VALUE IN ACCORDANCE WITH A SWORN VALUATION 3. AUTHORISES the chief executive officer, or any person with the necessary delegation, TO sign any transfers of LAND OR other documents required to be signed in connection with the discontinuance of the road and its subsequent transfer to council 4. directs that any easements, rights or interests required to be created or saved over the road ON BEHALF OF any authority be done so and IN A WAY SO AS TO not be affected by the discontinuance and transfer of the discontinued road to council 5. authorises the chief financial officer to carry out the sale of the discontinued land at market value when appropriate, as the requirements of section 114 of the local government act 2020 have been satisfied

Moved Cr Dib, Seconded Cr Damante 100/24 THAT COUNCIL ENDORSE SUBMISSION OF THE FOLLOWING TWO (2) LATE MOTIONS FOR CONSIDERATION AT THE MUNICIPAL ASSOCIATION OF VICTORIA AUGUST 2024 STATE COUNCIL MEETING 1. NEGATIVE IMPACTS OF NEW WASTE SERVICE STANDARDS ON LOCAL GOVERNMENT
MOTION: THAT THE MAV CALLS UPON THE VICTORIAN GOVERNMENT TO REVIEW AND AMEND THE NEW WASTE SERVICE STANDARDS TO MITIGATE THE NEGATIVE IMPACTS ON LOCAL GOVERNMENTS. SPECIFICALLY, THAT THE MAV ADVOCATES FOR:
- A HOLD ON THE IMPLEMENTATION OF THE PROPOSED REMOVAL OF CADDY LINERS FOR COUNCIL FOGO SERVICES THAT CURRENTLY OR ARE CONSIDERING THIS METHOD UNTIL A STATE-WIDE RESEARCH STUDY IS UNDERTAKEN TO GAUGE THE POTENTIAL PUBLIC ACCEPTANCE OF SUCH A MEASURE AND ITS IMPLICATIONS FOR THE ORGANIC WASTE STREAM - PROVISION FOR ADEQUATE FUNDING AND RESOURCES TO COUNCILS TO IMPLEMENT THE NEW STANDARDS WITHOUT PLACING UNDUE FINANCIAL BURDEN ON RATEPAYERS. THIS COULD COME IN THE FORM OF THE STATE WASTE LEVY, WHICH IS PROJECTED TO INCREASE BY 30% OVER THE NEXT FOUR YEARS, GENERATING AN ESTIMATED $1.8 BILLION IN REVENUE FOR THE VICTORIAN GOVERNMENT - AN ALLOWANCE FOR FLEXIBILITY IN THE IMPLEMENTATION TIMELINE AND METHODOLOGIES TO ACCOMMODATE THE FINANCIAL CAPACITIES AND DIVERSE NEEDS OF MUNICIPALITIES ACROSS THE STATE - PROMOTION OF SUSTAINABLE WASTE MANAGEMENT PRACTICES THAT ARE ECONOMICALLY VIABLE AND ENVIRONMENTALLY SOUND, ENSURING LONG-TERM BENEFITS FOR THE COMMUNITY
2. INCREASED FIRE SERVICES LEVY (FSL) AND ADMINISTRATIVE BURDEN ON LOCAL GOVERNMENTS
MOTION: THAT THE MAV CALLS UPON THE VICTORIAN GOVERNMENT TO ADDRESS THE ESCALATING FIRE SERVICES LEVY (FSL) AND THE ADMINISTRATIVE BURDEN IT IMPOSES ON LOCAL GOVERNMENTS. THAT IS, THAT THE MAV ADVOCATES FOR:
- A CLEAR AND DETAILED EXPLANATION FROM THE VICTORIAN GOVERNMENT REGARDING THE RATIONALE FOR FSL INCREASES THAT ARE WELL ABOVE THE CONSUMER PRICE INDEX (CPI) AND THE RATE CAP
- PROVISION OF ADDITIONAL RESOURCES AND SUPPORT TO LOCAL GOVERNMENTS TO MANAGE THE INCREASED ADMINISTRATIVE WORKLOAD WITH THE FSL, INCLUDING STREAMLINING REPORTING AND RECONCILIATION PROCESSES, AND PROVIDING TIMELY AND ACCURATE DATA ON PROPERTY VALUATIONS AND LEVY RATES - MEANINGFUL CONSULTATION WITH LOCAL GOVERNMENTS TO UNDERSTAND THEIR CHALLENGES AND INCORPORATE THEIR FEEDBACK INTO FSL POLICIES AND PROCESSES, AND TO ENSURE THAT THE FSL IS FAIR AND EQUITABLE FOR ALL RATEPAYERS AND REFLECTS THE ACTUAL COSTS AND BENEFITS OF FIRE SERVICES IN DIFFERENT REGIONS
