The Mayor, upon opening the meeting advised that;
· This Council Meeting is being conducted and live streamed due to the COVID-19 Pandemic
· If there is a disconnection of Council’s live-stream, the meeting will be adjourned for up to 15 minutes
· If, however the live-stream connection cannot be restored within the 15 minutes, then the meeting will be adjourned to a date and time as resolved by Council
· If a Councillor is disconnected from this virtual Council Meeting, and a quorum is still present, the meeting shall continue, whilst awaiting return of the Councillor to the meeting.

Question: Ms Alex Kingsbury, Resident
“Given that the proposed Heathmont multi-level car park contravenes many elements and principles of the Heathmont Structure Plan, namely the green - axis, that the “role of the car reduces in presence”, and the use of the site, will Council consider halting the planning process in order to adequately review the Structure Plan in consultation with the Heathmont community?”

“Council is currently undertaking early design studies for the Heathmont multilevel carpark project, and will commence consulting with the community on the project, including a broad range of design elements, in the coming months.
Further information on the range of consultation opportunities, including dates, times and locations will be made available to the community very soon.”
Question: Mr Frank Brown, U3A Croydon
"U3A Croydon has enrolled almost 900 members this year and that is increasing daily. We have some 93 classes and we are struggling to find facilities throughout Maroondah City to conduct these classes. This situation will become critical when the Cheong Park clubrooms are renovated later this year.
We understand that the vacant Croydon Council Offices are being refurbished and there was a suggestion that there may be some ability to accommodate some U3A Croydon classes there. However, the refurbishment appears to have been completed and other group is using some of the area but U3A Croydon has not yet been consulted yet about any possible usage in the building.
U3A Croydon understands that the Croydon Civic Masterplan envisages that our current office, along with Keystone Hall and the Athletics Club room, will be demolished and relocated somewhere within the new Civic Centre. We need to know more precise details, including the actual time frame.
Having regard to the fact that Croydon U3A’s almost 900 members are probably contributing almost $1,000,000.00 in rates to Maroondah Council coffers, we believe that U3A Croydon should get more support from Council to accommodate our members.
Again, looking at the 2020 Maroondah Council budget where some $4M is allocated, subject to funding we need to know where we will be working from next year”

“The refurbishment of the former Croydon Civic Offices building forms part of the first stage of the Croydon Community Wellbeing Precinct.
This refurbishment is only partially completed and is focused on the transformation of the building into the Wellbeing Hub B, to temporarily accommodate some of the community groups located within the northern portion of the precinct. Once these groups are all accommodated within Hub B, the subsequent stages of the Croydon Community Wellbeing Precinct will be able to commence.
It should be noted that some of these community groups will relocate out of Hub B once the other proposed wellbeing hubs are constructed. Hub B will then have space available for other community groups, including possibly Croydon U3A, subject to further forthcoming discussions with them.
Croydon U3A’s current space(s) within Keystone Hall will continue to be available in the interim.”

“U3A Croydon understands that the Croydon Senior Citizens Club is going ot be relocated in the refurbished Croydon Council Offices. We would like to know when that is going to occur and what will happen to the existing club rooms and land on the corner of Mt Dandenong Road and Civic Square and will any change in the use of that land require a rezoning of the Maroondah Planning Scheme?”

“The Croydon Senior Citizens’ Club is one of the groups that will relocate to the Wellbeing Hub B, once the works are completed later this year. Their existing facility will subsequently be demolished, to enable the subsequent stages of the Croydon Community Wellbeing Precinct to be undertaken.
In accordance with the adopted masterplan, the area of land on the corner of Mt Dandenong Road and Civic Square has been identified as a mixed use development partnership opportunity. This will be further explored through the next phases of the project, with further information to be provided to the community as soon as possible.”

That council 1. authorises the disestablishment of the existing Municipal Emergency Management Planning Committee (MEMPC) established under s21(3)-(5) of the Emergency Management Act 1986, in recognition that on 1 December 2020 these provisions are repealed by s82(2) of the Emergency Management Legislation Amendment Act 2018 and replaced by the provisions of s68 of the Emergency Management Legislation Amendment Act 2018 2. authorises the Chief executive officer to facilitate the establishment of the NEW MEMPC in accordance with the provisions of s68 of the Emergency Management Legislation Amendment Act 2018 (which inserts a new ‘Part 6-Muncipal Emergency Management Planning Committees’ into the Emergency Management Act 2013 on 1 December 2020) 3. notes that, under the Terms of Reference provided and the Emergency Management Legislation Amendment Act 2018 (which inserts s59 and 59F into the Emergency Management Act 2013 on 1 December 2020), council’s role is to establish the committee. Once established, the committee exists separately to Council and is not a committee of Council
