Minutes of the Council Meeting held in the Council Chamber, Braeside Avenue, Ringwood, on Monday 17 December 2018 at 7:30pm.

Question: Ms Karen Heywood, Resident (On behalf of Jubilee Park Residents Group)

“During the MAC community consultation period, council received several submissions calling for interim heritage protection of the Ringwood Uniting Church, which has been twice assessed by council's heritage advisors as fully meeting criteria for heritage significance.  This followed a petition in 2016 during the Housing Strategy also calling for the protection of this church's historical, social and architectural significance. The draft MAC plans have now been formally adopted by council and the boundary of the MAC has been extended to include the church, without any reference to plans to protect this building's heritage value, which has been identified as a prominent landmark of the Ringwood Station precinct.

 

Does council intend to seek heritage protection of this building in accordance with the heritage assessments and longstanding community interest to see this Ringwood landmark preserved?”

“Council is committed to protecting heritage across Maroondah and has commenced a municipal wide Maroondah Heritage Study Review.  This includes the preparation of a Thematic Environmental History of Maroondah with a focus on post war 1945 development.

The Review will make recommendations on the conservation and protection of the Maroondah’s cultural heritage. The heritage significance and need for associated heritage controls for the Ringwood Uniting Church has been highlighted by Council officers as warranting further consideration as part of the Review. Council’s Heritage Advisor recommended that the Ringwood Uniting Church warrants heritage protection. Council will consider this matter and broader background research undertaken to date on the Review in early 2019 with detailed community consultation to follow.”

“I understand that if Amendment C116 to the Maroondah Planning Scheme were to be approved, only the southern ends of James and Kendall Streets will be protected under an overlay.  Without the protection of either a heritage overlay or a Neighbourhood Residential Zone applied to the northern ends of the streets:

 

How would the Council ensure that we don’t have two starkly contrasting types of streetscapes within the one street, and

 

With Station Street included in the Activity Centre, how would the Council ensure that small homes at the ends of these streets don’t be dominated and overshadowed by multi-storey apartment dwellings?”

“The planning controls proposed as part of Amendment C116 (i.e. Jubilee Park area) to the Maroondah Planning Scheme are the direct result of the recommendations of the Jubilee Park Heritage and Neighbourhood Character Study Report, February 2018.  Those areas not subject to the proposed new planning controls as part of Amendment C116 have been flagged for further detailed assessment as part of the current Maroondah Neighbourhood Character Study Review.  The latter will be the subject of additional community consultation throughout 2019.This will ensure that overall development in the Jubilee Park area does not detract from its predominant and preferred neighbourhood character including streetscapes.  The issues raised in relation to overall amenity impacts (e.g. overshadowing, privacy) resulting from any new developments in the C116 area will continue to be assessed as part of Clause 55 and 58 of the Maroondah Planning Scheme.  In addition, under Clause 22.06-6 Ringwood Activity Centre Policy, it is policy to: “Ensure building heights minimise the impact of overshadowing and the impression of building mass and bulk on adjacent residential buildings.”
