Minutes of the Council Meeting held in the Council Chamber, Braeside Avenue, Ringwood, on Monday 25 June 2018 at 7:30pm.

The Chief Executive Officer advised that he had received a letter from Cr Michael Macdonald resigning from his role as a Councillor of the City of Maroondah, effective 13 July 2018, which will be formally communicated to Council and the Maroondah community at tonight’s Council meeting. The process to fill the vacancy in the Wyreena Ward will be managed by the Victorian Electoral Commission via a countback using the votes cast at the October 2016 Council election.

The Mayor made reference to three residents who competed in the Gold Coast 2018 Commonwealth Games, ie: Matthew Haanappel (Swimming). David Powell (Table Tennis) and Jason Whateley (Boxing).

 

The Mayor presented a letter of acknowledgement to Matthew Haanappel as David Powell and Jason Whateley were unable to attend, letters will be forwarded on to them.

 

The Mayor presented a Letter Under Seal to Maroondah Singers in recognition of their 50th Anniversary. The Choir then performed 3 songs

“Will council honour its 2006 commitment to the community, to retain as parkland, revegetate and not develop as a building site the Northern section of Eastfield Park formerly known as 49 Taylors Rd Croydon?”

 

Response: Director Operations, Assets & Leisure

“In 2006 Council formally resolved to abandon the proposal to change the land zoning associated with the property previously known as 49 Taylors Road, Croydon, and to subsequently discontinue the proposed development of community housing on this property.

Council is committed to the protection, restoration and enhancement of Maroondah’s natural environment, and in particular, the biodiversity and native habitats for local plants and animals. This commitment is demonstrated by the key directions within Council’s Maroondah 2040 and Council Plan, which are both available for viewing on Council’s website.

 

The draft Eastfield Park Enhancement Plan, which is out for public comment, proposes the potential accommodation of the Mullum Mullum Indigenous Gathering Place (or MMIGP) within a currently cleared area of land on the former 49 Taylors Road, Croydon, property. This has been proposed as the philosophy of the MMIGP is entirely consistent with Council’s commitment to the protection and management of the vegetation on the property.

Council is however, seeking comments from the community in relation to this, and the entire Eastfield Park Enhancement Plan proposal, up to the 15th July, and will utilise these comments to provide direction for the revised Enhancement Plan accordingly.

In relation to the regeneration of the bushland areas associated with the former 49 Taylors Road, Croydon, property, and Eastfield Park in general, Council Officers will shortly meet with the 'Friends of Eastfield Park, Croydon' group to discuss and progress this further.”

“In relation to Maroondah Councils proposed enhancement plan of Eastfield Park when will or have the council completed comprehensive research into the impact the increased volume of car traffic to the area and parking of same will have on the adjacent streets to Eastfield Park.  And when will the results be available for public viewing?”

“Traffic Engineering consultants were engaged to undertake a detailed analysis of the existing conditions associated with Eastfield Park, and to provide direction for the high-level indicative carparking requirements for the draft Eastfield Park Enhancement Plan.

Residents have expressed concerns during the recently held resident information sessions in relation to carparking, and traffic in the area, and these concerns will be further investigated as part of the next phase of the Enhancement Plan project, which will include identification of likely funding, timing and staging of any proposed enhancement of Eastfield Park.”

“Why have the Maroondah Council not made Options 1 and 2 of the Eastfield Park Enhancement Plan available as part of the public consultation process?”

“Meetings with all user groups and broad initial community consultation was undertaken to facilitate the development of the draft Eastfield Park Enhancement Plan that's currently out for community consultation.

Various opportunities for Eastfield Park were investigated, however the draft Eastfield Park Enhancement Plan attempts to balance the key outcomes from Council’s Maroondah Sports Demand Analysis and various other complementary community needs and uses. 

All comments from the community in relation to the draft Eastfield Park Enhancement Plan will be utilised to provide direction for the revised Enhancement Plan accordingly.”

“What consultation did Council undertake with other clubs and councils about shared harness/football facilities prior to ruling out having a shared facility at Eastfield Park?”

“A list was provided by the Croydon Light Harness Club, prior to the development of the draft Eastfield Park Enhancement Plan, containing approximately fourteen (14) locations where sportsfields are located within trotting tracks. These locations have been investigated in detail. Council has arranged a meeting for this Wednesday 27th June with the Croydon Light Harness Club to discuss these locations further, and to discuss relocation options and/or other options, in further detail. The outcomes of this meeting will assist in providing direction for the revised Enhancement Plan.”
