Minutes of the Council Meeting held in the Council Chamber, Braeside Avenue, Ringwood, on Monday 16 May 2016 at 7.30pm.

PUBLIC QUESTION TIME

 

Mr Woody Marriott, Heathmont representing Disability Action Group - Eastern Region:

“Why did Council not back me when I recommended plans – particularly plans for the safety of all people, especially for the elderly and people with disabilities at the Ringwood Station / Bus Interchange?  The gap on Platform 1 would have been entirely removed, i.e. the Platform would have been straightened.  The buses should have been left alone and a footbridge over Maroondah Highway would have made it safer and less stressful – for all people.  the ‘rubber fingers’ are not conducive to/.for people who have any form of phobia as their problem is still.  i have heard that canes can get caught.  regarding toilets – both at the bus interchange and ringwood station – the problem of swinging, latch doors still occurs.  Awkward to get in - and awkward to get out!  Why does council not have their say? Ask someone if you do not know!”

 

 

Acting Director Planning & Community responded:  “The Ringwood Station Update project was an 'upgrade' project where as much of the existing infrastructure within the station was utilised.  The works were developed and delivered by the State Government and were designed and constructed to meet all relevant standards and guidelines with regard to the station and the platforms. During the design phase of the project Council officers had the opportunity to review the plans and provide feedback to the design team which included VicRoads and Public Transport Victoria (PTV).The bus interchange was modified to provide the most effective and efficient layout as well as considering all relevant standards and guidelines with regard to busses.  The Maroondah Highway crossing was designed to be at-grade so that it provided a direct connection into Town Square.  The crossing activates both the bus interchange and Town Square by allowing for the passage of pedestrians through both areas.  The pedestrian crossing signals activate frequently and sensors have been incorporated into the signals which extend the green man crossing time if users require more time to cross Maroondah Highway. The 'Rubber Fingers' are used to help minimise and/or eliminate the gap between the platform and trains docked at the station.  Council is aware that there have been previous discussions with PTV and the train operator Metro about this issue.  The use of these or any other devices should be directly discussed with PTV and Metro. In respect to the toilets Council’s preference would be the push button sliding door.  As such Council has contacted PTV for a response which to this time has not been forthcoming.  Council will continue to advocate on behalf of commuters and will provide a response when this is provided by PTV.”

 

Cr Dib requested that a letter be forwarded to the Minister seeking support for the changes.

THAT PLANNING APPLICATION M/2015/1169 – 17 TO 19 VIEW STREET CROYDON, FOR THE CONSTRUCTION OF SIX DWELLINGS AND VEGETATION REMOVAL, BE REFUSED ON THE FOLLOWING GROUNDS:-

 

1.    THE PROPOSAL DOES NOT COMPLY WITH CLAUSE 22.02 (RESIDENTIAL NEIGHBOURHOOD CHARACTER) OF THE MAROONDAH PLANNING SCHEME AND THE DESIGN GUIDELINES FOR NEIGHBOURHOOD CHARACTER AREA 12 (RUSKIN PARK) BECAUSE OF THE BUILT FORM IS TOO INTENSIVE ACROSS THE SITE WITH INADEQUATE SPACE FOR THE REQUIRED CANOPY TREE PLANTING TO SOFTEN THE VISUAL IMPACT OF BUILDINGS AND HARD SURFACES.

 

2.    THE PROPOSAL DOES NOT ACCORD WITH THE OBJECTIVES OF THE GENERAL RESIDENTIAL ZONE – SCHEDULE 1. SPECIFICALLY, THE PROPOSAL DOES NOT:

 

      i.           ENCOURAGE DEVELOPMENT THAT RESPECTS THE NEIGHBOURHOOD

        CHARACTER OF THE AREA.

 

    ii.           IMPLEMENT NEIGHBOURHOOD CHARACTER POLICY AND ADOPTED

        NEIGHBOURHOOD CHARACTER GUIDELINES.

 

3.    THE DESIGN LAYOUT LIMITS SUITABLE LANDSCAPING BETWEEN DWELLINGS, IN THE PRIVATE OPEN SPACE OF  DWELLINGS AND AROUND THE PROPOSED DRIVEWAY, CONSISTENT WITH THE EXISTING AND PREFERRED NEIGHBOURHOOD CHARACTER, AND IS THEREFORE CONTRARY TO CLAUSE 42.03 (SIGNIFICANT LANDSCAPE OVERLAY – SCHEDULE 4).

 

4.    THE PROPOSAL DOES NOT SATISFY CLAUSE 55 OF THE MAROONDAH PLANNING SCHEME IN RELATION TO:

 

       i.          STANDARD B1 (NEIGHBOURHOOD CHARACTER) – THE PROPOSAL DOES NOT RESPECT THE EXISTING NEIGHBOURHOOD CHARACTER OR IMPLEMENT PREFERRED NEIGHBOURHOOD CHARACTER REASONS OUTLINED IN GROUND 1.

    iii.          STANDARD B5 (INTEGRATION WITH THE STREET) – THE THREE VEHICLE CROSSINGS AND ASSOCIATED DRIVEWAYS ARE NOT CONSISTENT WITH THE CHARACTER OF THE AREA.

 

    iv.          STANDARD B6 (STREET SETBACK) – THE OBJECTIVE IS NOT MET AS THE PROPOSED BUILT FORM WOULD RESULT IN A DISRUPTION TO THE STREETSCAPE AND NEIGHBOURHOOD CHARACTER.

 

      v.          STANDARD B13 (LANDSCAPING) – THE OBJECTIVE IS NOT MET AS THE DEVELOPMENT WOULD NOT RESPECT THE LANDSCAPE CHARACTER OF THE NEIGHBOURHOOD.

 

    vi.          STANDARD B14 (ACCESS) - THE VEHICLE ACCESS IS NOT CONSISTENT WITH THE CHARACTER OF THE AREA.

 

   vii.          STANDARD B15 (PARKING LOCATION) - THE PARKING LOCATION WOULD NOT ALLOW FOR CONVENIENT VEHICLE ACCESS FOR RESIDENT AND VISITOR VEHICLES.

 

  viii.          STANDARD B28 (PRIVATE OPEN SPACE) – DWELLING 2 DOES NOT PROVIDE THE REQUIRED PRIVATE OPEN SPACE AS VARIED UNDER SCHEDULE 1 OF THE GENERAL RESIDENTIAL ZONE.

 

5.       THE PROPOSED VEHICLE ACCESS AND INTERNAL DRIVEWAY DOES NOT       MEET THE OBJECTIVES AND DECISION GUIDELINES OF CLAUSE 52.06 (CAR    PARKING) BECAUSE IT DOES NOT CREATE A SAFE ENVIRONMENT FOR        VEHICLE USERS AND PEDESTRIANS, DOES NOT ENABLE EASY AND EFFICIENT USE OF VEHICLES AND IS NOT CONSISTENT WITH           NEIGHBOURHOOD CHARACTER AS PROTECTED UNDER LOCAL PLANNING POLICIES.
